Consultation on proposed policy changes to the Contracts for Difference Scheme

The government has today (21 February) published a consultation on further policy reforms to Allocation Round 7 (AR7) of the Contracts for Difference (CfD) scheme. This consultation sets out a package of reforms that will support the Government’s mission to deliver clean power by 2030.

The reforms being proposed/considered include:

  • A relaxation of CfD eligibility criteria for fixed‑bottom offshore wind projects to permit projects that have not yet obtained full planning consents to participate in near-term allocation rounds.
  • Changes to what information the Secretary of State uses to inform the final budget for fixed‑bottom offshore wind, including greater visibility over sealed bid information
  • Changes to the CfD contract term to extend it beyond 15 years, reducing overall project costs and giving more certainty.
